The Foundations of Reading assessment is a state-required exam used by several states — including Massachusetts, Mississippi, Wisconsin, and others — to evaluate whether teaching candidates have the knowledge needed to deliver effective evidence-based reading instruction. The exam is administered by Pearson and consists of 100 multiple-choice questions and 2 open-response items with a 4-hour time limit. Content is organized around the five pillars of reading instruction established by the National Reading Panel: Phonemic Awareness (understanding and manipulating individual sounds in spoken words), Phonics (connecting sounds to written letters and letter patterns), Fluency (reading with accuracy, speed, and expression), Vocabulary Development (understanding word meanings in context), and Reading Comprehension (constructing meaning from text). The open-response items require candidates to analyze student reading samples or instructional scenarios and apply their knowledge of reading pedagogy. A passing score varies by state.
